The Council of Words is a secret cabal that intended to bring about a New World Order that would end war and prevent an inevitable global spanning conflict that would devastate Europe. Its membership includes numerous incredibly powerful villains and major guiding figures in the English Underworld. They have privately funded everything from Doctor Jekyll, Henry Moreau, and even the Invisible Man's vile plots and briefly entertained the notion of using Dracula to transform the royal family (before realizing vampirism resulted in drastic personality as well as physical changes). Members were required to prove their Anglo ancestry with several generations’ worth of birth certificates.
Their underground activities in 1919 helped defeat communism.

What's surprising is; while their methods were certainly reprehensible, the Council was actually mainly beneficent throughout the centuries until the current membership. In the 1980s they rapidly began to lose money and influence as the Council devoted increasingly larger amounts of their funds to plots designed to destroy Thunder. Nuclear extortion plots not only threatened the world's very existence but also called the attention of both superpowers down on the organization that thrived in secrecy. After one particularly disastrous plan, most of the Council was arrested by Thunder. The other members went into hiding. They have since rebuilt their organization to a certain extent, although not as powerful as before.

Now, with new members they have returned to their manipulating people and events quietly.
