The People's Collective are sponsored by the government of the People's Republic of China. This team of "super-functionaries" is based in China's Great Wall complex. This massive complex houses the team's command and support technicians as well as facilities for the creation of more Chinese superhumans. The bureaucracy must approve every action the People's Collective take during missions.
When Mao Zedong took control of China during the Cultural Revolution, one of the
first things his party did was execute any super heroes or vigilantes in China.
Many escaped to the west. But after Mao's death, his party soon realized that
they did not have any superpowered protectors of their own to counter those of
other countries.
They soon searched for any metahumans in China. Superheroes were dubbed
'super-functionaries' and they were formed from China's greatest
powers, although they all weren't necessarily heroes. The first four members of
the team were created when the Chinese government captured an extraterrestrial space craft.
With this alien science, they reverse engineered technology to make various
super soldiers.
Their base is actually located inside of the Great Wall of China, sort of as an
extension of it.
They are tasked with seeking out, removing, containing and controlling superhumans
within China, whether they are Chinese or not.

Accomplished physician Dao was born a peasant in the Anhui Province. Dao had dreams of becoming a doctor but lacked the money for medical school. He enlisted in the army instead. When his unit was sent to suppress an uprising in Gyantse, Tibet, Dao killed a young monk. Horrified at what he'd done, he deserted his unit and was shot by his commanding officer. He was saved by the same monks he had attacked and sent through a magical portal, wherein he was filled with the memories and powers of past Shamans. Dao was branded an outlaw and an enemy of the state for many years before he willingly joined the People's Collective. He does not get along well with his team leader, Hammerhand, who sees Dao only as an irreverent deserter. |

Frostbite is a figure with ties to Chinese mythology. As a teenager, Tao sold souvenirs at the foot of Mount Tai. After her father's business was shut down by corrupt police, she joined a gang to support her family. She was not a good thief, however, and a botched robbery landed her fellow gang members in jail. When they were released, they sought her death. They chased her to an old temple below Mount Tai. While hiding behind a tree, Tao was swallowed up by the earth, and found himself in a cavern where she found the Celestial Amulet of Yi. The magical amulet begged Tao to take it as her own, as it was dying after four thousand years of disuse. When Tao picked it up, she was transformed into an ice being. After killing her former gang, she wandered for a while before being forced to join the People's Collective. |

Fung was formerly a member of an elite Chinese spec ops unit trained for encounters with aliens. 15 years ago, his unit was sent to investigate a UFO that crashed in Qinghai province. The aliens wiped out his unit with a flesh-melting pathogen weapon. Fung barely survived by injecting himself with a counter-agent that slowed the degeneration. Chinese scientists subjected him to special treatments which saved his life, but also endowed him with superhuman strength and caused his body to grow more muscular. He was then recruited into China's new metahuman division. Hammerhand is the field leader of the People's Collective and while he commands them, he must still run all command decisions in the field by the Central Committee. As a fanatical soldier, he despises Dr Nobody for his irreverent attitude and for deserting the army. Fung Zhifu habitually quotes from Sun Tzu's The Art of War. |

Dmitri is both the pilot who operates it and was also the lead scientist in the team that built the suit. Dmitri has an extraordinary genius level of intellect, an expert and innovator in a wide range of scientific and technological fields, including computer science, robotics, and spacecraft design. He possesses PhDs in mathematics, physics, and electrical engineering. Dmitri has access to a variety of technologies that he has designed. Ying was born in poverty in Fujian province over 300 years ago. He was a soldier in service to Emperor Yongzheng in 1723, and took part in the destruction of the Shaolin Temple. One of the temple's kung fu grandmasters, Bak Mei, defected to the Emperor and helped destroy the second temple. Ying was impressed with Bak Mei's skill and wanted to learn kung fu himself, but Bak Mei laughed at him and thought him unpromising. He deserted the army and headed to the school of the Seven Scribes of the Cloudy Satchel, seven taoist sorcerers in the mountains near Song Shan. Ying begged to become a pupil and fed the sorcerers all manner of excuses and lies, but the sorcerers saw through him and placed a curse on him as punishment for his evil actions. They activated his meta gene, placed in his mind a lust for violence, and sent him back to slaughter Bak Mei and the soldiers who had destroyed the Shaolin temples. Centuries later, he was incorporated into the People's Collective and fabricated his origin, claiming that he received his powers from an old mystic whom he saved from a beating. |
